Is it made to stand up to chewing?
It is built as a bite resistant plush toy, with the cotton rope taking the pulling and the plush taking the shaking. Bite resistant, though, is not indestructible.

Can it be washed?
Yes. It is plush and cotton rope throughout, so a gentle wash and a full air dry is all it needs. Give the rope legs time to dry right through before the toy goes back out.
